A.L. Consulting Group provided compliance monitoring and workforce participation support services for the James A. Farley Building Redevelopment – Moynihan Train Hall project, one of New York City’s most transformative transportation infrastructure and historic redevelopment initiatives. The multi-phase project formed a major component of the Empire Station Complex vision to modernize and expand Penn Station while transforming the historic James A. Farley Post Office into a world-class transportation hub for Amtrak and the Long Island Rail Road (LIRR).
The redevelopment included the renovation of approximately 1.3 million square feet of infrastructure, the construction of a new 225,000-square-foot train hall, expanded passenger facilities, waiting and ticketing areas, retail spaces, and improved access to rail platforms and tracks serving regional commuters. One of the project’s defining architectural features was the 92-foot-high barrel-vaulted skylight constructed above the historic steel trusses of the Farley Building, requiring extensive structural reinforcement and the installation of nearly 2,200 individual glass panels.
The project also involved major civil, structural, architectural, mechanical, electrical, plumbing, demolition, and historic restoration work while maintaining coordination across active transportation infrastructure systems within Midtown Manhattan. A.L. Consulting Group supported compliance oversight efforts related to MWBE participation, labor compliance monitoring, workforce utilization reporting, subcontractor participation tracking, and audit-ready documentation throughout multiple phases of the redevelopment lifecycle.
