Abner is currently the NYSDOT Civil Rights Consultant on the Route 9A project and has led Commercially Useful Function (CUF) reviews for numerous large prime contractors across the New York Tri-State Area. He has developed a strong reputation for completing rigorous CUF reviews with DBE subcontractors and vendors. He has built deep relationships with Federal, state, and city contracting agencies throughout his career.

Cheryl George is a retired Senior Director for M/W/DBE & SDVOB Contract Compliance at the Metropolitan Transportation Authority (MTA), where she built one of the most distinguished careers in public contracting compliance in New York State. During her 33-year tenure at the MTA, she directly managed an agency-wide contract inventory valued between $5 billion and $30 billion — overseeing a team of compliance managers responsible for pre- and post-contract compliance, Commercially Useful Function (CUF) reviews, and goal attainment monitoring across the MTA’s full portfolio of prime contractors and minority subcontractors.

As president of A.L. Consulting Group, Inc., Abner Larrieux combines comprehensive knowledge and analytical expertise in the D/M/WBE space with a keen ability to build rapport with contractors and minority business entities.
With over 15 years of D/M/WBE compliance experience, Abner has demonstrated dedication and expertise in a wide variety of project roles. He has worked as project executive consultant for several large construction firms such as Skanska USA Building and Alcatel-Lucent, Railworks Inc. He is currently the NYSDOT Civil Rights Consultant on the Route 9A project.
Abner has been the lead on several Commercially Useful Function (CUF) reviews for various large prime contractors and developed a reputation for successfully completing these reviews with DBE subcontractors and vendors in the New York Tri-State Area. Through his many years in the field, as well as his work on a varied set of DBE related projects, Abner has developed DBE and M/WBE Contract Compliance Monitoring, DBE and M/WBE Fraud expertise.
