Consulting Group provided compliance monitoring, workforce participation support, and outreach coordination services for the Church Avenue Development project in Downtown New Rochelle, a transformative mixed-use redevelopment initiative led by RXR Realty and Turner Construction. The project formed a major component of RXR’s transit-oriented redevelopment strategy designed to revitalize downtown New Rochelle through the creation of high-density residential housing, retail destinations, public amenities, and workforce investment initiatives within close proximity to Manhattan transit connections.
The multi-phase development included the construction of two 28-story mixed-use residential towers known as One Clinton Park and Two Clinton Park. Together, the development introduced hundreds of luxury rental apartments, retail space, public plazas, co-working areas, landscaped amenity spaces, wellness facilities, and structured parking solutions designed to strengthen downtown economic activity and urban connectivity.
Phase 1 at 26 South Division Street delivered a 352-unit tower featuring retail space, lounge areas, valet parking, co-working facilities, and hospitality-inspired amenities. Phase 2 at 28 South Division Street expanded the redevelopment vision with an additional 390 luxury apartments, landscaped terraces, spa facilities, and over 24,000 square feet of amenity space.
In parallel with construction efforts, RXR launched the Building Community Fund through the Westchester Community Foundation to support workforce development, youth enrichment, economic development, sustainability, wellness, and public safety initiatives benefiting the New Rochelle community.

Consulting Group conducted structured compliance engineering reviews focused on subcontractor participation validation, procurement documentation management, reporting system implementation, and contractor compliance evaluations to ensure alignment with federal, state, and local redevelopment regulations.
Our team implemented targeted Good Faith Effort (GFE) outreach initiatives to strengthen MWBE participation and supplier engagement across all active construction phases. This included subcontractor outreach coordination, participation tracking, bid support assistance, and documentation management aligned with procurement compliance requirements.
