Metro Bridge Partners is a joint venture comprising Skanska USA, Skanska Koch, Traylor Bros., and Parsons Brinckerhoff, formed to deliver the $1.5 billion Goethals Bridge Replacement Project one of the most significant transportation infrastructure projects in the northeastern United States. The project involved the construction of two new parallel cable-stayed bridges carrying I-278 traffic across the Arthur Kill channel between Staten Island, New York and Elizabeth, New Jersey, replacing an aging structure that had served the region since 1928.
A.L. Consulting Group was retained by the Metro Bridge Partners joint venture to build and manage a comprehensive SMB diversity compliance program ensuring that the project met all Federal and state DBE participation requirements on a federally funded, P3-delivered infrastructure contract administered by the Port Authority of New York and New Jersey.
Our team implemented a multi-layered compliance program encompassing Good Faith Effort outreach, pre-bid solicitation to over 1,000 small businesses, subcontractor vetting, and proprietary compliance documentation delivering a program recognized as successful by industry influencers and agency stakeholders alike.
A.L. Consulting Group instituted a robust, multi-component SMB compliance program tailored to the scale and complexity of a $1.5 billion federal P3 project. Our strategy centered on three core pillars: a structured Good Faith Effort outreach program with full agency-compliant documentation, a dedicated project website for compliance form collection and secure storage, and rigorous subcontractor vetting conducted via structured telephone questionnaires — ensuring only qualified, capable SMB firms were engaged across the joint venture's subcontracting tiers.
The diversity compliance program was recognized as successful among industry influencers and public contracting insiders. A.L. Consulting Group secured full agency approval of the client's Good Faith Effort Outreach program and distributed DBE pre-bid solicitation notices to over 1,000 small businesses across the region. Subcontractors were thoroughly vetted through structured telephone questionnaires, while the joint venture's compliance website was successfully managed for all form collection and document storage needs. The program culminated in the creation of comprehensive Good Faith Effort binders; delivering robust, audit-ready documentation of every diversity outreach and participation effort undertaken throughout the project lifecycle.

We designed and managed a DBE compliance program built specifically for the regulatory demands of a federally funded, Port Authority-administered public-private partnership one of the first P3 projects of its kind in the northeastern U.S.

Our pre-bid solicitation program reached over 1,000 small businesses demonstrating measurable, documented good faith effort that earned full agency approval on a $1.5 billion infrastructure project.

We built and managed a dedicated compliance website for the joint venture centralizing form collection, document storage, and reporting in a single, auditable platform purpose-built for the project.

Our compliance program was commended by industry leaders and agency stakeholders; establishing Metro Bridge Partners as a model for SMB inclusion on large-scale federally funded transportation contracts.
