Consulting Group was engaged to provide comprehensive compliance monitoring and workforce participation support services for the MTA East Side Access – Systems Facilities Package No. 1 (CS179) project, a major component of the East Side Access transportation expansion initiative connecting the Long Island Rail Road (LIRR) to Grand Central Terminal. The CS179 package focused on critical systems infrastructure, operational facilities, utility coordination, and transit support systems necessary to support one of the most complex rail transportation projects in North America.
The project included the installation and coordination of essential systems infrastructure supporting tunnel operations, ventilation systems, communications systems, electrical facilities, mechanical support areas, emergency infrastructure, and operational support spaces within a dense urban construction environment. The package required strict coordination between contractors, transit agencies, engineering teams, labor groups, and regulatory stakeholders while maintaining active city operations and public transportation continuity. We were responsible for overseeing MWBE compliance monitoring, subcontractor participation reporting, labor compliance audits, workforce utilization tracking, and compliance engineering support throughout the project lifecycle.
