A.L. Consulting Group was engaged to assist with DBE outreach and compliance audit services for the Tappan Zee Bridge (Governor Mario M. Cuomo Bridge) – Belvederes project on behalf of the New York State Thruway Authority. The project formed part of the larger replacement and modernization of the Tappan Zee Bridge, one of New York State’s most important transportation infrastructure corridors connecting Rockland and Westchester Counties across the Hudson River.
The new bridge was designed as a landmark transportation structure featuring eight traffic lanes, emergency lanes, a dedicated pedestrian and bicycle path, state-of-the-art traffic systems, and future-ready mass transit accommodations. As part of the shared-use path, the project included the construction of six unique belvederes — scenic overlooks designed to provide public gathering spaces, resting points, and panoramic views along the bridge crossing.
Each belvedere featured its own architectural identity and thematic design concept, incorporating custom stainless steel, glass, granite, and wood seating installations. The project required extensive coordination between specialty engineers, architects, contractors, and regulatory agencies to meet strict bridge tolerances, wind load requirements, and complex curved deck profiles while delivering unobstructed public viewing experiences.
The project successfully met or exceeded the 10% DBE participation goal established for the contract.

Consulting Group provided ongoing DBE compliance oversight throughout active construction phases; monitoring subcontractor participation commitments, utilization reporting, payment verification, and participation goal attainment to ensure compliance with New York State Thruway Authority procurement standards.
Our team conducted structured compliance engineering reviews focused on subcontractor validation, procurement reporting systems, contractor documentation management, and compliance evaluations to ensure adherence to federal, state, and local infrastructure regulations.
We performed comprehensive labor compliance monitoring and prevailing wage audits — reviewing certified payroll records, workforce classifications, wage compliance documentation, and subcontractor reporting to proactively identify and resolve discrepancies prior to agency review.
Through targeted outreach initiatives and technical assistance programs, A.L. Consulting Group supported MWBE subcontractors and emerging firms with compliance education, procurement guidance, reporting support, and operational readiness strategies necessary for successful participation on large-scale transportation infrastructure projects.
