Project Summary

A.L. Consulting Group was engaged to provide comprehensive compliance monitoring and workforce participation support services for the NYS Department of Transportation Route 9A Reconstruction project, a major urban transportation infrastructure redevelopment initiative in Lower Manhattan. The Route 9A corridor serves as one of New York City’s most critical transportation arteries, connecting commercial districts, residential neighborhoods, and waterfront access points while supporting significant commuter and freight traffic throughout Manhattan.

The reconstruction project involved extensive roadway redevelopment, utility relocation, streetscape improvements, traffic infrastructure modernization, pedestrian enhancements, drainage upgrades, and urban corridor reconstruction designed to improve transportation efficiency, safety, and long-term infrastructure resilience. The project required complex coordination between public agencies, contractors, utility providers, labor organizations, and community stakeholders while maintaining continuous traffic operations in one of the nation’s busiest urban environments.

Our team performed labor compliance and certified payroll reviews and audits across several NYC Department of Transportation bridge projects, including the review of over 10,000 payroll hours to ensure compliance with prevailing wage and workforce reporting requirements. Through proactive monitoring, audit-ready documentation, and compliance oversight, the project successfully met or exceeded the M/WBE 30% participation goal.
